while,
T = Temperature in Fahrenheit
S = Wind Speed in mph (miles per hour)

Your body will feel much colder in higher wind speeds, while lower wind speeds are more comfortable.
The ideal wind speed for comfort is between 5 and 10 mph.
In colder conditions, stronger winds will significantly increase the cooling effect, making it feel much cooler.
